How to Undertake a Comprehensive School Infrastructure Audit: Lessons Learned in Albania

The objective of the project was ‘to create a decision-making instrument/system for planning and prioritizing public investments in the Albanian pre-university school system’. This system is known as the School Infrastructure Management System (SIMS). The SIMS is based on institutional and infrastructural data collected from 3349 pre-university schools/facilities. To gather this information, the project designed and delivered a complete ‘infrastructure audit’ of all public pre-university school facilities in Albania. The purpose of this report is to document various lessons learned in the process of designing, conducting and collating school infrastructure data for a EU-financed project under the Infrastructure Projects Facility in the Western Balkans (IPF).
