How to Undertake a Comprehensive School Infrastructure Audit: Lessons Learned in Albania

The objective of the project was ‘to create a decision-making instrument/system for planning and prioritizing public investments in the Albanian pre-university school system’. This system is known as the School Infrastructure Management System (SIMS). The SIMS is based on institutional and infrastructural data collected from 3349 pre-university schools/facilities. To gather this information, the project designed and delivered a complete ‘infrastructure audit’ of all public pre-university school facilities in Albania. The purpose of this report is to document various lessons learned in the process of designing, conducting and collating school infrastructure data for a EU-financed project under the Infrastructure Projects Facility in the Western Balkans (IPF). (NB: This report was not part of the project deliverables. It reflects the experiences of the authors)

Modern Learning Environment Tool

The Modern Learning Environment (MLE) assessment process was introduced in 2010 as part of the changes to the 10 Year Property Plan (10YPP) process and Five Year Agreement (5YA) funding in New Zealand. The tool encourages schools to upgrade classrooms to the Designing Quality Learning Spaces (DQLS) Standards by including adequate acoustics, lighting, heating and ventilation. The tool also encourages schools to think creatively about the way they teach, and introduce ‘breakout spaces’ – spaces where students can work independently, or cross classroom, in an informal environment.
