Best Practices in Educational Facilities Investments

Sports Centre and Hostel, Károly Eszterházy College, Eger, Heves County, Hungary

Exemplary design categories: dormitory facilities, procurement approach, sporting facilities

How the facility meets the needs of education and communities:
The objective of this project was to add much-needed apartment-style accommodation in the expanding campus of 800 students, in addition to providing modern and comfortable sports facilities for physical education students and others on campus. Located on an abandoned site, each apartment has 3 rooms and houses 6 students, with one kitchen and 2 bathrooms. Each room has its own TV and internet connection. The apartments also serve as youth hostels outside of the university term.

This Sports Centre plays a very important role in the life of the college, especially for the Physical Education Department which runs tennis and squash lessons in the building. Athletic and football lessons are also held on the football pitch and on the running tracks.

The whole complex was built as a PPP project, which means that the land belongs to the college and the buildings belong to the Ltd Company. The college rents the buildings from the company for 20 years, and in turn the company provides a modern service both for the college and the local citizens. Thus, the college, students and colleagues have the right to use the facilities on weekdays from 8 to 5 p.m at a discount price. After 5 p.m and on the weekend, the community can use the facility at higher rates, and this income belongs to the company. Regarding the hostel, students can live there and pay rent to the college, but during the summer period, when the apartments are open to all, the income belongs to the company. Different companies organise Sport Days at the facility, such as the Regional Manager Open tennis competition.

Involvement of users and the local community in the planning and design process:
The teachers at the Faculty of Physical Education were asked for input because they will use the sports centre to teach and train students.

Activity Areas: 3 outdoor tennis courts, football pitch and running tracks, indoor tennis court, 2 squash courts, fitness room, table-tennis room, 6 houses with 24 apartments (accommodation for 144 students)

Project costs: HUF 777,991,770.00
